Hm. Wouldn't the best place to put it have been right at the start of a new game? It's easily skippable and all that. Guess they found it become annoying even there.

A plain text .CK1 file, and in the days of DOS I don't think you could right-click 'Open with...' (Besides which it looks a bit odd, and saving, ruins it.)

Um, LL, I have a question as I've only tried modding Galaxy - are all .CK1 files plain text and (non-corruptingly) editable in that way?

No, only *text files are plain text (HELPTEXT, ENDTEXT, STORYTEXT. Oh, and PREVIEWS.CK1) the others are data files such as levels.

I tried editing the story text once I think in CK3, but the story then didn't load.... Actually, that might have been... yes, I was experimenting by modding a Keen 6 mod. Is there a program that you should use to do it or is notepad fine?

notepad might work, but it might also scramble the storytxt formatting. I'd recommend either Notepad2 or Notepad++

It's a 16-bit DOS program. This means it'll run on anything that runs DOS, which, thanks to DOSBox, is most stuff now...
