Windows calls it "Sticky keys" to adjust it go to:

Click - All Control Panel Items
Click - Ease of Access Center
Click- Make the keyboard easier to use

Another option is to reassign the pogo and jump to different keys.

i've gotten to the EoA center, but i can't seem to find the "make keyboard easier to use" link.

is that the exact name?

i have little to no computer adeptness so you'll need to walk me through it :foot

The ctrl+alt+arrow key thing was fixed on mine by the windows key and the F11 key. Some graphics card or windows thing that rotated the screen. But sadly it's not the same on all computers.

Edit:
I actually think that it was Ctrl+Alt+F12 that brings up an intel menu that controls that feature.

No kidding. I had trouble on my laptop till I fixed that. It would also jack with the colors till I restarted the game. Same when playing a few other old games like Doom. Was a netbook so I had to keep games to the older stuff.

I'm pretty sure that the actual flip is a graphics card driver "feature." You should also be able to switch it off in your card/driver settings.

Yeah this is correct. I was cursing my new laptop for a while until I figured out the right menu to look in to turn it off. It was under keyboard shortcuts of 'Intel HD Graphics' in my system tray, not a hotkey of windows'.

I just did it on my netbook:
If you have Intel graphics (which is the only kind of card which I know of which does this), right-click on the system tray icon > Graphics Options > Hot Keys > Disable.

That rotating thing caused me so much trouble with my laptop! And I'd keep having to re-orient the screen! I had Intel graphics, too, and eventually figured that all out. Rather than disable them, I changed the hot keys for rotating the display to something like "ctrl-shift-U."
