Not necessarily. All we really know about Keen's sister is that short line in You've Got to Eat Your Vegetables.
First of all, this is just Bobby Prince's interpretation, which doesn't necessarily make it canon.
Second, you can't really tell from that line alone how old she is. Sure, one could assume that, from the higher pitch and the taunting ("nyeh nyeh nyeh" or however you would spell it), that she is a little kid. But then again, the higher pitch could just be to differentiate it from the other "characters" in the song (plus, some girls have high pitched voices, even when they're older). And the taunting could just be typical brother/sister immature conflict, which is something that kinda exists for siblings of all ages.

So... there's my rebuttal on this completely insignificant issue.

There's no reason you can't fast forward ahead a few years for the storyline. So it doesn't matter what age she is during the original episodes.

I'm still the only one who posted a picture of Becky Blaze, though. At least, none of the other ones, however interesting, mention that specific name.

Anyway, I think the difference here is some are really supposed to be Keen's little sister and some others are supposed to be just a female reimagination.

as discussed on page 2, there are some people who want to make a becky blaze galaxy mod. i believe i'd be good for monster idea and design, and maybe level basics.

anyway, that first and second becky pictures are hot.

I wrote something about it... it's something like a list of possible monsters (with their behaviors, but no sprites or design) and some kind of a story. My idea is about making a trilogy by modding CK 4, 5 and 6, but I am a complete n00b at CK modding...

she seems old enough there to have them that size
Its entirely possible for her to be around the age of 15 at the most there, least being 12
and being a girl myself, they seem quite small actually...
Although any bigger and they'd be TOO big
