The last section of that level was never finished, but I believe it is possible to finish the level by freezing the water near the bottom right and then walking offscreen. I could be wrong though; I very easily could have forgotten to make the level beatable.

I assumed that is where the intended exit was supposed to be, because the intended route and the alternate route (the four color doors that lead to all the 1up's) each have a switch that activates the four switches that freeze the water. But when you try to walk offscreen nothing happens.
