Okay. As we know, the vorticons are evil because of their mindbelts.
Lt. Barker has a mindbelt as well, but despite of this he is good .

Lt. Barker comes to the forefront after the mindbelts are done away with in Keen 3. Keen 7 takes place (which is to my knowledge is the first appearance of Lt.Barker?) long after the events of Keen 3.

I think that after Mort's android dummy was destroyed, the mindbelts were no longer active and for some reason the Vorticons deemed them fashionable or something.

Right, that would make sense. Keen never had to remove the belts on all the Vorts after he defeated the mangling machine.

Well the shackle analogy has one flaw - I don't think the mindbelts are built to be physically restrictive. After all, why would a mind controlled vorticon want to take it off anyway?

Wasn't the genie's shackles the same thing, though? I mean, how does a pair of golden shackles prevent him from running away from his lamp? There must have been something magical to 'em... oh, wait. He started wearing them again in the animated series.

Some things are iconic I suppose. Don't get why the genie at least didn't have golden bracers/arm bands or something in place of shackles.
I'm uncertain if Vorts wear jumpsuits or if it's pants with a shirt tucked in. Either way it'd look weird without a belt.
But post slavery societies usually get offended by such items.

The real answer is Ceilick probably wasn't thinking about it when he put Lt. Barker in KoK, or he just wears it to keep his pants from falling down.
