Keen in BioMenace 2 - aka 'Why is he a hostage?'

Well, everybody knows Keen is BioMenace 2 as a hostage as an easter egg.
But I have a few questions:

Who has taken Keen to the Trash Dump level?
And where's his BWB megarocket?
Why he refers to Mortimer McMire concretely?

Snake does know Billy's name (or at least the "Keen" part)
so maybe they're old friends (but not too old).
Couldn't say, but I'm sure there's a clever explanation for such a shoehorn.

And don't anyone of you try to tie "Trash Dump" with Commander Keen's supposed "candy addiction" :spot

Extra credit questions:
Why is Keen in Doom 2. Are the 4 hanged Keens some sort of evil cloning experiment gone wrong? Who could be behind such an evil act, the Demons or possibly Mortimer?

Spoiler alert: The demons are actually controlled by a digitally reanimated Mortimer McMire, who has sworn revenge against Doomguy, the descendent of Commander Keen.

The Early version of Major Stryker (Called "Strike Force" at the time) was going to feature (or mention if not feature) Commander Keen, Duke Nukem and Snake Logan. That's four different Apogee characters in one game. But it was not to be. This information is mention in the 1992 April catalog executable file.
