Giving me examples isn't the same as giving me instructions
I could do it on my old imac, it had something to do with double-pressing the shift button while holding e or something like that (and this was just for the Pokémon boards on gamefaqs). On windows I never learned

I am in Argentina right now, so the keyboard is mapped differently. (Maybe for Portuguese as well as Spanish, giving the selection of diacriticals...except no tilde key. :/ )
You can also go into language options on some computers and change it so that the keyboard is mapped for a different language...the number of available languages varies depending on what's installed. My home computer will do some non-Latinate scripts, like Cyrillic and Greek, but it won't do others (like Arabic or Armenian) nor will it do East Asian scripts. I've used computers that can, though. It's fun
