Being a foster parent I've noticed the reason a high percent of kids in foster care are on meds. Because those kids usually have parents with mental illness, passed that trait on to their kids. That combination can be too stressful for some parents, leading to neglect or abuse. Sad to see kids have a poor chance staying with birth parents from the get go.

Yup I understand that. The movie "I am Sam", details that same point. But they are at a disadvantage of varying degrees. Some of it's the old babies having babies deal.
