Your title is wrong. It's not "Doctor Who", it's "The Doctor".

Therefore, "Twelfth The Doctor Announced".

To name just a few instances:
1966. The War Machines. WOTAN - "Doctor Who is required".
Also, in The Highlanders, The Doctor goes by the name 'Doctor von Wer' (which is of course the German for Doctor Who.)
The third Doctor's car, Bessie, had the numberplate 'WHO 1'.
And don't think it's just the classic series - in the very first episode of the revived series, 2005's 'Rose', Clive's website asks the question: Who is Doctor Who?

In actual fact, I agree that his name is just The Doctor. But I just wanted to point out that calling him Doctor Who, despite that most fans agree that it is incorrect, is perfectly valid. :P
But my main reasoning was that most people, outside the context of the show, just refer to him as Doctor Who. I should have known better than to take the non-nerdy approach around these parts :D

Also, Peter Cushing's run as The Doctor doesn't count in the series.

Nope, Cushing appeared in two films based on Doctor Who stories that had gone before, and thus are remakes. His character was completely human. It was actually Paul McGann's Doctor, the eighth, who was revealed to be half human, and although that TV movie was dreadful it is considered canon. Mostly because it's hard to deny it when the previous doctor regenerated into him.
It was the Master who said that he's half human, and as he always used to be a bit dopey, most fans say he was just making stuff up. Weak argument, but meh. Continuity rules. The Doctor is and always has been 100% Gallifreyan.

Edit: actually, I remember the Doctor saying something like, "I'm half human, on my mother's side," in that movie. So I'm blaming that on the fact that he was just out of hospital and drugged up.

Heck, maybe it was symbolic; humans were produced from Time Lords after all, it'd be like the relationship between us and monkeys.

Using temporal technology, Rassilon studied the future. He learned of the Divergence, a race which would eclipse his within ten thousand millennia. Fearing this future, he created a self-replicating, biogenic molecule which he sent back in time to seed all habitable planets in Gallifrey's galaxy. that flys in the face of all the different looking alien races that they come across though.

I'm going to go on a limb and say that most were humanoid (that is, Time Lordnoid), a fair number even indistinguishable from humans (Time Lords).

For the rest, well, it's expected that at least some would evolve differently.
