Heck, maybe it was symbolic; humans were produced from Time Lords after all, it'd be like the relationship between us and monkeys.

Using temporal technology, Rassilon studied the future. He learned of the Divergence, a race which would eclipse his within ten thousand millennia. Fearing this future, he created a self-replicating, biogenic molecule which he sent back in time to seed all habitable planets in Gallifrey's galaxy. I'm going to go on a limb and say that most were humanoid (that is, Time Lordnoid), a fair number even indistinguishable from humans (Time Lords).

For the rest, well, it's expected that at least some would evolve differently.
