No, you really just posted it in the wrong place.
I'm pretty sure this belongs in either the Miscellaneous forum, or The Classics.

What exactly do you want to mod in the game? Sprites? Levels? Graphics? Or everything?

There are no patches for it. I have a bit of the source reversed and some of the enemy behaviours identified, which can be sent to anyone who wants to continue with that project.

Wombat game tools let you view the data inside nukem.cmp, but I don't know if they let you edit it.

As far as I know, there's just the map making program and that's it.

You want to modify Episodes 1-3 of the first Duke Nukem game, right? There are a couple of tools for those games (map and graphics editors). You can find them here: http://dosclassics.com/duke/dl.php If you want to edit the sound effects, you should be able to use KeenWave.

I haven't tested any of these tools myself, so I can't help you any further.

Im glad you enjoyed Duke Nukem Protons Revenge and Protons Master Plan, those games were made quite some time ago and are pretty fun.

The tools I used to create the games were David Bollingers DukeEdit V2 and Malvineous graphics utilities. Hope this will help. Let me know if you want to colloborate on a new duke nukem 1 project.
