Pain Elementals are definitely incredibly annoying, even more than the lost souls they spit. The lost souls were agitating enough, though you could easily take them out with a well placed shotgun blast or so. Pain Elementals just KEPT FREAKING SPITTING THEM and if you didn't take them out soon enough you'd be fighting an army of lost souls, wasting ammo. Then they had the nerve to send out 3 more when you killed them.
I'd say Wind Waker's version of Floormasters, Death from Castlevania Aria of Sorrow (possibly the other games as well; I haven't finished any other games in the series), or anything in the Pokemon series related to the confusion status.
Seriously, look at their standard moveset. Annoying!!

I hadn't thought of Pokemon, catching wise and ignoring semi-rare Pokemon, Abra's are annoying to catch, unless you have something with high speed and song

I just stopped playing Dawn of Sorrow because the Death battle was too hard. I just finished Pokemon Diamond after realizing there was content you can reach after the Elite 4. But it's so boring to grind through the Elite 4, then just to cheep your way through the last couple matches relying completely on recovery items.
I suppose a way to spot annoying video game enemies or elements is to think of games that had something that kept you from finishing it.
