BTW, according to Bulbapedia's images, he started waring shades in Generation 2.

That's Blaine, though with the little bit of hair above his ear, he could also very easily look like Duke Nukem. Lt. Surge looks more like Duke, though, IMHO.

As far as I know the people in the games use pokemon as self defense. Duke has guns so he doesn't need 'em. He just kicks the other pokemons arses by himself

And he sits there and does absolutely nothing until someone comes along to fight him. As do most of the people in the world, apparently.

What happened to Giovanni, I wonder? Was he put in jail, and replaced by this newer, younger leader?

Forgot about him. He looks more like Duke Nukem than Lt. Surge, though he looks like the older one (Duke Nukem II). He even has the red tank-top shirt, the arm bands (though they're not the metal ones), the belt and the blue windpants.
